Snow and Ice Pooled Fund Cooperative Program (SICOP)

The purpose behind periodically reviewing the Engineering Technical Service Programs (TSPs) is threefold:

  1. To provide the Committee on Highways and Streets with an overview of the health, relevancy, and issues facing each TSP.
  2. To allow the Committee to review the scope of each TSP in light of emerging issues and crosscutting topics (i.e., topics that fall within the scope or interest of more than one TSP or AASHTO committee) and identify opportunities for growth or redirection.
  3. To record each TSP’s accomplishments while charting its course for the future, assuring that valuable State DOT volunteer time is being used most efficiently and effectively.

It is also hoped that the review process will provide an opportunity for the Technical Service Program chair and members to identify successes, set a course for the next three years, and determine areas for improvement and the steps needed to make those improvements.
